Ecuador EE Snapshot

Between June and December 2025, Ecuador has seen a progressive deterioration of democratic institutions and civil liberties, marked by the normalisation of states of emergency that restrict fundamental rights under the justification of an “internal armed conflict”, attacks on the Constitutional Court, intolerance of dissent, and the growing criminalisation of social protest. At the regulatory level, the National Assembly approved the Organic Law on Social Transparency—submitted by President Daniel Noboa—which enables the dissolution of organisations under broad and discretionary criteria, the freezing of funds, and the imposition of disproportionate governance and financial reporting requirements, particularly affecting local and low-income organisations.
