The EU System for an Enabling Environment programme (EU SEE) equips civil society, governments and stakeholders with actionable insights to address challenges and leverage opportunities to support improvement of the enabling environment for civil society. As part of the programme, EU SEE Network Members and Consortium partners produce Country Focus Reports, Enabling Environment Snapshots, Early Warning Mechanism Alerts, and selected regional and global advocacy outputs.
Country Focus Reports (CFRs) are produced annually and include a brief overview of the country context, an assessment and scoring of the enabling environment by each of the six principles, a recommendations section and an explanation of the research process.
This analysis is based on the extraction and systematisation of the 1,218 recommendations included in 54 CFRs from 2025 available in English by May 5, 2026. It analyses patterns and frequency of the recommendations by enabling principle, type and level of action and target actor, outlining overall, cross-cutting and regional trends, highlighting potential gaps and advocacy priorities.
