Brazilian civil society continues to play a vital role in defending democratic values, rights, and the commons. The country benefits from a robust legal framework that guarantees freedom of association, access to information, and data protection. However, the legacy of the 2019-2022 administration—marked by widespread disinformation, attacks on civil society, and efforts to delegitimize NGOs—left significant challenges for rebuilding trust and institutional cooperation.

In this context, civil society organizations have strengthened their collective action. They are actively engaging in public debate, contributing to policy monitoring, and promoting transparency through independent data production and public campaigns. Initiatives focused on digital care, environmental protection, and the defense of human rights have emerged as key strategies for reaffirming civil society’s relevance.

Despite the existence of formal participatory mechanisms, civil society still faces obstacles related to implementation and regional inequalities. Coordination across organizations has proven essential to resisting authoritarian tendencies and ensuring civic space remains open and inclusive.
