Event Summary
During the course of the National Strike called by the Indigenous movement on 18 September 2025, the Confederation of Indigenous Nationalities of Ecuador (CONAIE) denounced the freezing of the bank accounts of the organization Indigenous and Peasant Movement of Cotopaxi (MICC), and several of their leaders. According to a statement published on its profile on the social media platform X, CONAIE reported that the Superintendency of Banks took this measure without following due process and under direct orders from the national government. In the same statement, the Confederation said this strategy responds to an attempt by the government to “criminalize social protest and weaken the demands of the country’s peoples and nationalities.” Civil society organizations such as Yasunidos and Cabildo por el Agua de Cuenca also reported account freezes. Neither the financial institutions nor those affected received any explanation regarding the judicial basis behind the freezes.
In an interview, Minister of the Interior John Reimberg confirmed that the government was aware of the bank account freezes, arguing that they were carried out because the demonstrators “have people behind them who seek to destabilize and provoke chaos.” He later claimed that the account freezes were imposed because foundations were allegedly financing acts of violence. Reimberg did not provide further details or evidence to support these claims.
These measures, taken unilaterally and without following the proper judicial procedure, represent a serious violation of the right to freedom of association and assembly; furthermore, they constitute a setback in the protection afforded to Ecuadorian CSOs against external interference and in their ability to access resources.
La Superintendencia de Bancos bloquea las cuentas bancarias de organizaciones sociales
Durante el transcurso del Paro Nacional convocado por el movimiento indígena el 18 de septiembre de 2025, la Confederación de Nacionalidades Indígenas del Ecuador (CONAIE) ha denunciado el bloqueo de las cuentas bancarias de la organización, del Movimiento Indígena y Campesino de Cotopaxi (MICC) y varios de sus dirigentes. Según un comunicado publicado en su perfil de la red social X, la CONAIE denunció que la Superintendencia de Bancos tomó esta medida sin seguir el debido proceso y bajo órdenes directas del gobierno nacional. En el mismo comunicado, la Confederación dijo que esta estrategia responde a un intento por parte del gobierno de “criminalizar la protesta social y debilitar las demandas de los pueblos y nacionalidades del país”. Organizaciones de la sociedad civil como Yasunidos y Cabildo por el Agua de Cuenca también denunciaron bloqueos de cuentas. Tanto las instituciones financieras como los afectados no recibieron respuestas sobre el sustento judicial detrás de los bloqueos.
En una entrevista, el Ministro del Interior John Reimberg confirmó que el gobierno estuvo al tanto de los bloqueos bancarios, argumentando que estos se llevaron a cabo porque los manifestantes “tienen gente detrás que busca desestabilizar y provocar el caos”. Posteriormente, afirmó que los bloqueos bancarios se dan porque son fundaciones quienes supuestamente financian actos de violencia. Reimberg no brindó mayores detalles o evidencia al respecto.
Estas medidas tomadas de forma unilateral y sin seguir el procedimiento judicial adecuado representan una grave vulneración al derecho a la libertad de asociación y reunión; además, constituyen un retroceso sobre la protección que gozan las OSC ecuatorianas ante interferencias externas y su capacidad de acceder a recursos.
