On 19 June 2026, more than 20 Bolivian state officials, including members of the Bolivian Police, personnel from the General Directorate of Migration, and officials from the Ministry of Government, entered the premises of the feminist organization Casa de la Mujer in Santa Cruz de la Sierra. According to available information, the operation was carried out without the presentation of a judicial warrant or any explanation of its legal basis.
During the operation, officials entered spaces used for psychological and legal support and forced women survivors of violence who were receiving assistance to interrupt their sessions, identify themselves, and be photographed and filmed. Casa de la Mujer reported that these actions violated the inviolability of the home (Art. 25.I of the Political Constitution of the State), the right to dignity and personal liberty (Art. 22 of the Political Constitution of the State), and the prohibition of revictimization established in Articles 33 and 35 of Law No. 348, in addition to constituting an act of harassment against human rights defenders.
The incident generated a broad response from civil society. The UNITAS network, which brings together 24 civil society organizations, issued an institutional statement, while more than 60 social and human rights organizations signed a joint communiqué expressing concern about the intervention. The Ombudsperson’s Office later reported that it opened a case ex officio to follow up on the events.
This case occurs in a context of high sociopolitical conflict and growing concerns regarding the State’s treatment of civil society organizations. The intervention in a space that provides care and shelter to women in vulnerable situations contributes to generating an intimidating effect among feminist and human rights organizations by reinforcing the perception of risk of potential state interventions without a clear public explanation of their legal basis. In addition to the direct impact on those receiving services and the interruption of support, the operation weakens guarantees for the safe exercise of freedom of association and the defense of human rights. The lack of clarification of the events and of measures to prevent recurrence could set a negative precedent for the enabling environment, the functioning of civil society organizations, and the protection of fundamental rights in Bolivia.
Agentes estatales irrumpen en instalaciones de Casa de la Mujer en Santa Cruz de la Sierra
El 19 de junio de 2026, más de 20 funcionarios del Estado boliviano, incluidos efectivos de la Policía Boliviana, personal de la Dirección General de Migración y funcionarios del Ministerio de Gobierno, ingresaron a las instalaciones de la organización feminista Casa de la Mujer en Santa Cruz de la Sierra. Según la información disponible, el operativo se realizó sin que se exhibiera una orden judicial ni se explicara el fundamento legal de la intervención.
Durante el operativo, funcionarios ingresaron a espacios de atención psicológica y legal y obligaron a mujeres sobrevivientes de violencia que recibían apoyo a interrumpir sus sesiones, identificarse y ser fotografiadas y filmadas. Casa de la Mujer denunció que estas acciones vulneraron la inviolabilidad del domicilio (Art. 25.I de la Constitución Política del Estado), el derecho a la dignidad y a la libertad de la persona (Art. 22 de la Constitución Política del Estado) y la prohibición de revictimización establecida en los Artículos 33 y 35 de la Ley N.º 348, además de constituir un acto de hostigamiento contra defensoras de derechos humanos.
El hecho generó una amplia reacción de la sociedad civil. La red UNITAS, que articula 24 organizaciones de la sociedad civil, emitió un pronunciamiento institucional, mientras que más de 60 organizaciones sociales y de derechos humanos suscribieron un comunicado conjunto expresando preocupación por la intervención. La Defensoría del Pueblo informó posteriormente que abrió un caso de oficio para dar seguimiento a los hechos.
Este caso ocurre en un contexto de alta conflictividad sociopolítica y de crecientes cuestionamientos sobre el trato del Estado hacia las organizaciones de la sociedad civil. La intervención en un espacio que brinda atención y refugio a mujeres en situación de vulnerabilidad contribuye a generar un efecto intimidatorio entre organizaciones feministas y de derechos humanos, al reforzar la percepción de riesgo frente a posibles intervenciones estatales sin una explicación pública clara sobre su fundamento jurídico. Además del impacto directo sobre las personas atendidas y la interrupción de los servicios de apoyo, el operativo debilita las garantías para el ejercicio seguro de la libertad de asociación y la defensa de los derechos humanos. La ausencia de esclarecimiento de los hechos y de medidas de no repetición podría sentar un precedente negativo para el ambiente habilitante, el funcionamiento de las organizaciones de la sociedad civil y la protección de los derechos fundamentales en Bolivia.
