On 11 May 2026, the civil society activist and second Vice-President of the Economic, Social, Environmental and Cultural Council (CESEC), Geoffroy Foumboula Libeka approached the President of the HAC, approached the President of the High Authority for Communication (HAC) to request the lifting of the suspension of social media platforms, even though the latter had initially agreed with this decision. Geoffroy Foumboula Libeka highlighted the failure of Gabonese state institutions, with the exception of the Presidency of the Republic—whose official digital accounts have been silent since February—to comply with the suspension.
On Thursday 28 May 2026, the President of the HAC, Germain Ngoyo Moussavou, gave an interview to the daily newspaper L’Union. During the interview, the HAC president discussed the basis for his actions and the prospects for resolving this digital crisis, which hinges on the adoption of the new legal framework developed around the three decrees issued by the Gabonese government since 26 May 2026 via Parliament. He also reiterated the immediate reason for this action, which was to halt the worrying proliferation of illicit content and thus prevent the contamination of Gabon’s cyberspace.
L’interdiction des réseaux sociaux au Gabon reste en vigueur : la société civile saisit la HAC
Le 11 mai 2026, le militant de la société civile et deuxième vice-président du Conseil économique, social, environnemental et culturel (CESEC), Geoffroy Foumboula Libeka, a pris contact avec le président de la Haute Autorité de la Communication (HAC) pour demander la levée de la suspension des plateformes de réseaux sociaux, alors même que ce dernier avait initialement approuvé cette décision. Geoffroy Foumboula Libeka a souligné l’incapacité des institutions de l’État gabonais, à l’exception de la présidence de la République — dont les comptes numériques officiels sont restés silencieux depuis février —, à se conformer à cette suspension.
Le jeudi 28 mai 2026, le président de la HAC, Germain Ngoyo Moussavou, a accordé une interview au quotidien L’Union. Au cours de cet entretien, le président de la HAC a évoqué les fondements de son action et les perspectives de résolution de cette crise numérique, qui dépendent de l’adoption par le Parlement du nouveau cadre juridique élaboré autour des trois décrets pris par le gouvernement gabonais depuis le 26 mai 2026. Il a également rappelé la raison immédiate de cette action, qui était de mettre un terme à la prolifération inquiétante de contenus illicites et d’empêcher ainsi la contamination du cyberespace gabonais.
