The renewal of representatives from non-governmental sectors on the Departmental Development Councils (CODEDE) for the 2027–2028 term continues to move forward. On 24 August 2026, the institutions responsible for convening the departmental assemblies met under the coordination of the Presidential Executive Coordination Secretariat (SCEP) to coordinate the next stages of the election of primary and alternate representatives.
The elections include the participation of development NGOs, women’s organisations, farmers’ and workers’ organisations, cooperatives, producers’ associations, and representatives of the Maya, Xinka and Garifuna peoples. During the meeting, the institutions also reviewed a risk map and planned communication activities to inform participating sectors about the requirements, stages and key dates.
According to the established timeline, the calls for nominations are expected to be published in the second half of September, with elections taking place during the first ten days of October 2026. The new representatives will take office in January 2027.
This renewal provides an opportunity to strengthen the representation of different civil society sectors in institutional spaces for planning and local development, potentially contributing to a more enabling environment for civil society participation in public decision-making, particularly by strengthening the participation of voices and organisations that are often excluded or underrepresented in these spaces. Its impact will depend on the accessibility and dissemination of the calls for nominations, the effective participation of organisations, and the transparency and representativeness of the elections.

El proceso para renovar a representantes de sectores no gubernamentales ante los Consejos Departamentales de Desarrollo (CODEDE) para el período 2027-2028 continúa avanzando. El 24 de agosto de 2026, las instituciones responsables de convocar las asambleas departamentales se reunieron bajo la coordinación de la Secretaría de Coordinación Ejecutiva de la Presidencia (SCEP) para coordinar las próximas etapas de la elección de representantes titulares y suplentes.
El proceso contempla la participación de organizaciones no gubernamentales de desarrollo, organizaciones de mujeres, campesinas y de trabajadoras y trabajadores, cooperativas, asociaciones productivas y representantes de los pueblos maya, xinka y garífuna. Durante la reunión, las instituciones también revisaron un mapa de riesgos y las acciones de comunicación previstas para informar a los sectores participantes sobre los requisitos, etapas y fechas del proceso.
De acuerdo con el cronograma establecido, las convocatorias deberán publicarse durante la segunda quincena de septiembre y las elecciones celebrarse durante los primeros diez días de octubre de 2026. Las nuevas representaciones asumirán sus funciones en enero de 2027.
