Event Summary
On 5 February 5 2026, environmental activists held a peaceful demonstration in the vicinity of the National Assembly to oppose the draft Organic Law for the Strengthening of Strategic Mining and Energy Sectors. This law, among other reforms, proposes changes to the process for granting environmental permits to mining companies, without specifying whether the currently required mechanisms for prior consultation and citizen participation will be maintained.
According to activists present at the protest, the National Police restricted access to a street adjacent to the legislative building, despite the fact that it is normally open to both pedestrian and vehicular traffic. In response to this restriction, demonstrators moved to another location farther away from the police perimeter. However, minutes later, a new contingent of officers ordered the dispersal of the protest, using pepper spray and engaging in physical confrontations with several demonstrators.
This occurred despite the fact that, unlike on previous occasions, the right to peaceful assembly had not been suspended through a declaration of a state of emergency. In this sense, the incident reflects a growing intolerance on the part of the Ecuadorian government toward expressions of dissent, particularly those coming from environmental organizations, which have voiced concern over the government’s interest in rapidly expanding mining activities and loosening existing regulatory controls.
To date, there have been no official statements from civil society regarding this incident. However, further demonstrations against the proposed law are expected in the coming days.
Policía Nacional dispersa manifestación pacífica en contra de ley mineraEl 5 de febrero de 2026, activistas por el medio ambiente se manifestaron pacíficamente en los alrededores de la Asamblea Nacional para rechazar el proyecto de Ley Orgánica para el Fortalecimiento de los Sectores Estratégicos de Minería y Energía. Esta ley, entre otras reformas, propone cambios en el proceso de otorgamiento de permisos ambientales a las empresas mineras, sin detallar si se mantendrán o no los mecanismos de consulta previa y participación ciudadana exigidos actualmente. De acuerdo con los activistas presentes en la manifestación, la Policía Nacional restringió el acceso a una calle aledaña al edificio legislativo, pese a que esta normalmente permanece abierta a la circulación peatonal y vehicular. Ante esta negativa, los manifestantes se desplazaron a otro punto, más alejado del cerco policial. Sin embargo, minutos después, un nuevo contingente de agentes ordenó la dispersión de la protesta, utilizando gas pimienta y forcejeando con varios de los manifestantes.Esto ocurrió a pesar de que, a diferencia de ocasiones anteriores, el derecho a la manifestación pacífica no se encontraba suspendido mediante una declaratoria de estado de excepción. En ese sentido, este incidente evidencia una creciente intolerancia por parte del gobierno ecuatoriano hacia expresiones de disentimiento, especialmente aquellas provenientes de organizaciones ambientales, quienes han manifestado su preocupación frente al interés gubernamental de expandir rápidamente la actividad minera y flexibilizar los controles existentes sobre ella.Hasta el momento no han existido pronunciamientos oficiales por parte de sociedad civil acerca de este hecho. Sin embargo, se espera a que en los próximos días existan nuevas manifestaciones en contra de la propuesta de ley.
