During the last week of December 2025, the Colombian Ombudsman’s Office has issued urgent statements warning of a serious humanitarian crisis that persists in the Catatumbo subregion, mainly in the municipalities of Tibú and El Tarra (Norte de Santander). Crisis humanitaria y violencia armada persistente en la subregión del CatatumboDurante la última semana de diciembre de 2025, la Defensoría del Pueblo de Colombia ha emitido declaraciones urgentes advirtiendo sobre una grave crisis humanitaria que persiste en la subregión del Catatumbo, principalmente en los municipios de Tibú y El Tarra (Norte de Santander). La Defensoría advierte que, desde principios de 2025, se han producido continuos enfrentamientos armados entre el Ejército de Liberación Nacional (ELN) y disidentes del Frente 33 de las FARC, que han violado sistemáticamente los derechos humanos y el derecho internacional humanitario (DIH), y que la situación ha empeorado con los recientes acontecimientos que han supuesto enfrentamientos, desplazamientos forzados y confinamientos. La Defensoría del Pueblo ha hecho un llamamiento urgente a las autoridades nacionales y regionales para que presten asistencia inmediata, protejan a la población civil y restablezcan la presencia efectiva del Estado en la zona. En este contexto, los recientes enfrentamientos y la crisis humanitaria ponen de manifiesto las limitaciones del Estado para garantizar la seguridad, los derechos y las condiciones mínimas para la participación ciudadana y la acción de la sociedad civil en el territorio.
