Event Summary
Between 23 – 24 October 2025, the city of Cartagena de Indias (Colombia) hosted a global conference organised by the Colombian Government in conjunction with UNESCO, entitled “Think Before AI”. With this event, Colombia positioned itself as the host of a global debate on the principles and challenges of the ethical use of artificial intelligence, resulting in a renewed global commitment to ensuring that access to information, digital education and artificial intelligence is provided under the principles of ethics and inclusion. Five continents and delegations from 23 countries participated in the event, with around 1,000 people in attendance.
While the conference allows for joint reflection and the development of strategies for the future, the ethical frameworks remain disconnected from local realities of inequality, digital access, and fundamental rights. Additionally, global debates remain mere rhetoric and fail to address the real gaps in capacity, data, infrastructure and governance in the country.
