Formal definition of “Peace Regions” by the Government

Event Summary

In late August 2025, the Colombian Government, under the framework of its Total Peace policy (Law 2272 of 2022), has made progress in defining the operational and regulatory aspects of the “Peace Regions“. The “Peace Regions” are a concept that has been under consideration since 2022 but still lack a formal, consolidated framework. Progress has recently been made in the discussion of a draft government decree establishing criteria, procedures and monitoring mechanisms to make this concept an effective tool.

The “Peace Regions” are strategic areas prioritised for promoting humanitarian dialogue and comprehensive state action. Within these regions, Priority Intervention Zones may be established, where coordinated interventions by the state and communities will be concentrated. The initiative is part of a vision of a territorial peace policy, seeking to move beyond centralised models in order to act in a differentiated manner according to the reality of each region affected by the conflict.

The operational core of the initiative is the “Peace Models,” territorial action plans developed jointly by the Presidential Council for Peace and the National Planning Department (DNP). These instruments seek to coordinate public investment with the active participation of ethnic groups, social organisations, and local communities. The results of these negotiation processes have been limited and have been criticised by various social sectors and human rights defenders, given the escalation of violence currently experienced by the country in some territories. However, the regions are committed to strengthening institutional presence in vulnerable areas.
