On 28 April 2026, members of four civil society and human rights organizations held a meeting with the recently appointed Attorney General of the Republic, Larry Devoe, during which they discussed the situation of the justice system and its impact on the exercise of human rights.
The Public Prosecutor’s Office presented the meeting as a space for institutional dialogue aimed at strengthening cooperation with civil society and promoting participation in the national consultation process on the criminal justice system.
Nevertheless, the human rights organizations present stated that deep structural deficiencies persist within the system, which have enabled serious violations affecting access to justice and respect for human rights in the country, with a particularly significant impact on vulnerable individuals.
During the meeting, the participating organizations made it clear that Venezuela’s justice system is undergoing a structural crisis, characterized by the inability to exercise fundamental rights and the use of the criminal justice system for repressive purposes.
The main concerns raised during the meeting can be summarized as follows:
- Systematic violations of due process,
- Arbitrary use of detention,
- Use of the criminal justice system for political purposes.
One of the organizations present also highlighted concern over the impact of the described context on adolescents in conflict with criminal law, where there continues to be a lack of a comprehensive protection approach in cases involving minors.
The organizations participating in the meeting presented a series of demands, summarized as follows:
- Guaranteeing the right to an effective defense from the beginning of proceedings,
- Allowing the appointment of trusted legal counsel without restrictions,
- Ensuring the effective processing of judicial remedies,
- Ending investigations and criminal proceedings initiated for political reasons,
- Promoting the release of persons arbitrarily detained,
- Publishing work and management reports from the Public Prosecutor’s Office.
Diálogo entre sociedad civil y Ministerio Público en medio de preocupaciones sobre el sistema de justicia
El pasado 28 de abril, miembros de 4 organizaciones de sociedad civil y derechos humanos sostuvieron un encuentro con el recién designado Fiscal General de la República, Larry Devoe en la en la que se abordaron la situación del sistema de justicia y su impacto en el ejercicio de los derechos humanos.
El Ministerio Público presentó el encuentro como un espacio de diálogo institucional orientado a fortalecer la cooperación con la sociedad civil y promover la participación en la consulta nacional sobre el sistema de justicia penal.
No obstante, las organizaciones de derechos humanos presentes expresaron que persiste profundas deficiencias estructurales en el sistema que han permitido la afectación grave en el acceso a la justicia y el respeto de los derechos humanos en el país, con impacto notable en personal vulnerables.
Durante la reunión, las organizaciones presentes dejaron claro que Venezuela que el sistema de justicia atraviesa una crisis estructural, caracterizada por la imposibilidad de ejercicio de derechos fundamentales y el uso del sistema penal con fines represivos.
Las principales preocupaciones planteadas en la reunión se resumen en:
- Violaciones sistemáticas al debido proceso,
- Uso arbitrario de la privación de libertad
- Uso del sistema penal con fines políticos.
Una de las organizaciones presentes, destacó igualmente la preocupación por el impacto del contexto descrito en adolescentes en conflicto con la ley penal, donde persiste la ausencia de un enfoque de protección integral en casos que involucran a adolescentes.
Las organizaciones participantes del encuentro presentaron una serie de exigencias que se resumen en:
- Garantizar el derecho a la defensa efectiva desde el inicio del proceso,
- Permitir la designación de abogados de confianza sin restricciones,
- Asegurar la tramitación efectiva de recursos judiciales,
- Cese de investigaciones y procesos penales abiertos por motivos políticos,
- Promover la liberación de personas detenidas de forma arbitraria,
- Publicación de informes de trabajo y gestión del Ministerio Público,
