On 7 August 2026, with the election of the representatives of the College of Public Accountants and Auditors of Guatemala, the Nomination Commission responsible for preparing a shortlist of six candidates for the position of Comptroller General of Accounts for the 2026–2030 term was established. The shortlist will subsequently be submitted to Congress, which must elect the new head of the Office of the Comptroller General of Accounts (CGC) with the favourable vote of at least 81 deputies.
The Commission will be chaired by Miquel Cortés, Rector of Universidad Rafael Landívar, elected by the Forum of University Rectors, and will comprise the deans of the relevant faculties of universities across the country and representatives of professional associations established under the applicable regulations. Its role is to assess and select candidates based on criteria of merit, capacity, suitability and integrity.
Following its establishment, the commissioners will need to be sworn in and determine the venue for the sessions, the work schedule and the mechanisms for receiving and assessing applicants’ files. The Commission must submit the shortlist of six candidates to Congress by 23 September at the latest, while the election of the new Comptroller must take place before 13 October 2026.
The upcoming stage will be relevant for civil society organisations, as the establishment of the Commission opens an important space for observation, monitoring and advocacy. Access to the sessions, applicants’ files, assessment criteria, scoring tables and decisions taken will allow for monitoring compliance with the principles of publicity, transparency and independence throughout the selection process for the person who will lead a key institution responsible for overseeing public resources.
Integración de la Comisión de Postulación abre etapa clave para la elección del Contralor General de Cuentas
El 7 de agosto de 2026, con la elección de los representantes del Colegio de Contadores Públicos y Auditores de Guatemala quedó oficialmente integrada la Comisión de Postulación encargada de elaborar la nómina de seis candidatos para ocupar el cargo de Contralor General de Cuentas durante el período 2026-2030. La nómina será remitida al Congreso de la República, que deberá elegir al nuevo titular de la Contraloría General de Cuentas (CGC) con el voto favorable de al menos 81 diputados.
La Comisión estará presidida por Miquel Cortés, rector de la Universidad Rafael Landívar, previamente electo por el Foro de Rectores, y estará conformada por los decanos de las facultades correspondientes de las universidades del país y representantes de los colegios profesionales establecidos en la normativa. Su función es evaluar y seleccionar candidaturas con base en criterios de mérito, capacidad, idoneidad y honorabilidad.
Tras su integración, los comisionados deberán ser juramentados y definir la sede de las sesiones, el cronograma de trabajo y los mecanismos para recibir y calificar los expedientes de los aspirantes. La Comisión deberá remitir al Congreso la nómina de seis candidatos a más tardar el 23 de septiembre, mientras que la elección del nuevo Contralor deberá realizarse antes del 13 de octubre de 2026.
La etapa que se inicia será relevante para las organizaciones de sociedad civil, ya que la integración de la Comisión abre un espacio fundamental para la observación, el monitoreo y la incidencia. El acceso a las sesiones, expedientes, criterios de evaluación, tablas de gradación y decisiones adoptadas permitirá verificar el cumplimiento de los principios de publicidad, transparencia e independencia a lo largo del proceso de selección de quien dirigirá una institución clave para la fiscalización de los recursos públicos.
