The start of the new national government has been accompanied by a series of statements from human rights institutions and civil society organisations drawing attention to the need to safeguard the democratic conditions necessary for participation, dissent, protest and the exercise of public scrutiny. On 7 August 2026, in the context of the presidential inauguration, the Ombudsman’s Office called for a reaffirmation of democracy and pluralism, and recognised the demonstrations organised by groups with differing political and social views regarding the new Government as expressions of democratic pluralism. The Ombudsman’s Office reiterated that social protest is a fundamental right, announced that its teams would be present at the demonstrations, and called on the authorities to guarantee this right, prioritising dialogue over confrontation.
At the same time, trade union, social and political organisations announced a National Meeting of Social and Political Organisations to be held on 28 and 29 August 2026, designed as a forum for coordination in the face of the new political landscape. The event brings together a variety of organisations with the aim of analysing the new context and building a common agenda in defence of democracy and rights. The Alliance for Democracy, a coalition of civil society organisations with diverse aims, called on the new government to continue to prioritise access to public information and transparency, following the announcement that decrees would be issued to mark the start of the new administration.
These events demonstrate that civil society is actively monitoring the new political landscape and, from the outset, setting out the democratic conditions and standards it considers essential for the exercise of its rights. The significance for the enabling environment therefore lies both in the positive statements made by institutions and in civil society’s ability to identify risks and organise itself.
Sociedad civil e instituciones de derechos humanos llaman a proteger el espacio cívico ante el inicio del nuevo Gobierno
La toma de posesión del nuevo Gobierno nacional ha venido acompañada de una serie de declaraciones de instituciones de derechos humanos y organizaciones de la sociedad civil que han llamado la atención sobre la necesidad de salvaguardar las condiciones democráticas necesarias para la participación, la disidencia, la protesta y el ejercicio del control público. El 7 de agosto de 2026, en el marco de la toma de posesión presidencial, la Defensoría del Pueblo hizo un llamamiento a la reafirmación de la democracia y el pluralismo, y reconoció las manifestaciones organizadas por grupos con opiniones políticas y sociales divergentes respecto al nuevo Gobierno como expresiones del pluralismo democrático. La Oficina del Defensor del Pueblo reiteró que la protesta social es un derecho fundamental, anunció que sus equipos estarían presentes en las manifestaciones e instó a las autoridades a garantizar este derecho, dando prioridad al diálogo frente a la confrontación.
Al mismo tiempo, las organizaciones sindicales, sociales y políticas anunciaron la celebración de un Encuentro Nacional de Organizaciones Sociales y Políticas los días 28 y 29 de agosto de 2026, concebido como un foro de coordinación ante el nuevo panorama político. El evento reúne a diversas organizaciones con el objetivo de analizar el nuevo contexto y construir una agenda común en defensa de la democracia y los derechos. La Alianza por la Democracia, una coalición de organizaciones de la sociedad civil con objetivos diversos, instó al nuevo Gobierno a seguir dando prioridad al acceso a la información pública y a la transparencia, tras el anuncio de que se promulgarían decretos para marcar el inicio de la nueva administración.
Estos acontecimientos ponen de manifiesto que la sociedad civil está siguiendo de cerca el nuevo panorama político y, desde el principio, está estableciendo las condiciones y los estándares democráticos que considera esenciales para el ejercicio de sus derechos. Por lo tanto, la importancia que esto tiene para el entorno propicio radica tanto en las declaraciones positivas realizadas por las instituciones como en la capacidad de la sociedad civil para identificar riesgos y organizarse.
