Announcements by the incoming government regarding the dismantling of institutions established under the Peace Agreement

During the week of 14 July 2026, President-elect Abelardo de la Espriella announced a series of measures aimed at significantly reducing the institutional framework created to implement the 2016 Final Peace Agreement. Among the announcements were the abolition of the Office of the High Commissioner for Peace, a reduction of approximately 90 per cent in the budget of the Special Jurisdiction for Peace (JEP), and the abolition or merger of bodies relating to reparations for victims, historical memory and the reintegration of former combatants. Furthermore, the new government announced the elimination of hundreds of posts associated with peace policy as part of an administrative austerity strategy.

The announcements prompted reactions from various stakeholders, such as former President Juan Manuel Santos, who warned that these decisions could affect the fulfilment of constitutional and international commitments undertaken by the Colombian State, although its institutional safeguards are quite robust and must be respected. The International Federation for Human Rights (FIDH), amongst other organisations, had expressed during the election period its concern about the possible weakening of the mechanisms created to guarantee victims’ rights and consolidate the implementation of the Agreement across the country.

Although the measures will still need to be translated into administrative, budgetary and legislative decisions before they can be implemented, the announcements represent a significant shift in the direction of public policy on peace and create a climate of uncertainty for civil society organisations involved in implementation, monitoring and advocacy.

Anuncios del nuevo Gobierno sobre el desmantelamiento de las instituciones creadas en virtud del Acuerdo de Paz

Durante la semana del 14 de julio de 2026, el presidente electo Abelardo de la Espriella anunció una serie de medidas destinadas a reducir significativamente el marco institucional creado para aplicar el Acuerdo Final de Paz de 2016. Entre los anuncios figuraban la supresión de la Oficina del Alto Comisionado para la Paz, una reducción de aproximadamente el 90 % en el presupuesto de la Jurisdicción Especial para la Paz (JEP) y la supresión o fusión de organismos relacionados con las reparaciones a las víctimas, la memoria histórica y la reintegración de los excombatientes. Además, el nuevo Gobierno anunció la supresión de cientos de puestos relacionados con la política de paz como parte de una estrategia de austeridad administrativa.

Los anuncios provocaron reacciones por parte de diversas partes interesadas, como el expresidente Juan Manuel Santos, quien advirtió de que estas decisiones podrían afectar al cumplimiento de los compromisos constitucionales e internacionales asumidos por el Estado colombiano, aunque sus garantías institucionales son bastante sólidas y deben respetarse. La Federación Internacional de Derechos Humanos (FIDH), entre otras organizaciones,había expresado durante el período electoral su preocupación por el posible debilitamiento de los mecanismos creados para garantizar los derechos de las víctimas y consolidar la aplicación del Acuerdo en todo el país.

Aunque las medidas aún deberán traducirse en decisiones administrativas, presupuestarias y legislativas antes de que puedan aplicarse, los anuncios suponen un cambio significativo en la orientación de las políticas públicas en materia de paz y generan un clima de incertidumbre para las organizaciones de la sociedad civil que participan en su aplicación, seguimiento y defensa.
