Event Summary
On 27 November 2025, Colombia’s National Planning Department (DNP) issued Decree 1229 of 2025, establishing a regulatory framework for the National Planning System (SNP) and institutionalizing participatory planning mechanisms. For the first time, public investment projects must include citizen participation with differential, ethnic, gender, territorial, and life-cycle approaches, marking a significant advance toward inclusive governance.
The decree responds to long-standing civil society demands and years of dialogue, aiming to strengthen transparency and accountability in public investment decisions. The reform emerges as a milestone for participatory democracy, though its success will depend on effective implementation and adequate resources.
This development positively impacts the enabling environment for civil society by expanding formal spaces for engagement and recognizing diversity in decision-making. It aligns with Article 25 of the ICCPR, which guarantees citizens’ right to participate in public affairs, and supports SDG 16 on promoting peaceful, inclusive societies and accountable institutions.
