South Sudan is approaching a fundamental moment in its political trajectory, with its first-ever general elections scheduled for December 2026. This moment carries substantial and practical importance, signalling a potential transition toward more inclusive and accountable democratic governance. However, despite this progress, the broader environment in which civil society organisations, human rights defenders (HRDs), and the media operate remains deeply constrained and fragile.

The current civic space is characterised by persistent repression, widespread insecurity, and a high degree of regulatory ambiguity. Although formal legal and policy frameworks governing civil society and media activity are in place, their implementation is inconsistent, selective, and at times deliberately manipulated to restrict or silence critical voices. In practice, these frameworks are frequently used as tools of control rather than protection, exposing civic actors to harassment, intimidation, and operational limitations.

International donor support continues to play a vital role in sustaining civil society initiatives and human rights work across the country. However, the long-term viability and impact of such support is increasingly threatened by ongoing political instability, shrinking civic space, and restrictive administrative practices that limit access to resources and operational freedom.

As the 2026 elections draw closer, they present a dual reality. On one hand, they offer a crucial opportunity to expand civic participation, strengthen public accountability, and foster democratic engagement. On the other hand, they carry a heightened risk of intensified repression, as state and non-state actors may seek to control political narratives and suppress dissenting voices during the electoral period. This tension underscores the need for sustained attention, protection mechanisms, and strategic support for civic actors in the lead-up to the elections.
