The April–August 2026 period confirms the baseline assessment that Malawi’s civic space remains moderately restricted, but it also reveals a more differentiated picture. The country has retained meaningful opportunities for civil society participation through the Open Government Partnership (OGP), policy consultations, local accountability platforms and public-interest advocacy. The current OGP framework and continued review of the NGO Policy provide important institutional openings.
However, formal openness does not automatically translate into a consistently enabling environment. Intensified NGO regulation, concerns around regulatory independence, funding pressures, activist arrests, internal coalition disputes and digital risks continue to constrain the practical ability of CSOs to operate freely and sustainably.
