This snapshot provides a critical overview of the state of the enabling environment (EE) for civil society in Hong Kong. Following the imposition of the 2020 National Security Law (NSL) and the 2024 Safeguarding National Security Ordinance (SNSO), Hong Kong’s civic space has undergone a severe contraction, shifting towards a national security-dominated governance model.
Evaluating the EE across six core principles, the report finds that state suppression has transitioned from overt political arrests into systematic administrative attrition. The legal framework now institutionalises arbitrary rule-making, financial strangulation, and the judicial normalisation of historical dissent. Consequently, independent trade unions, media outlets, and grassroots organisations face an existential crisis. Furthermore, the rapid expansion of digital surveillance and the aggressive severing of transnational ties have cultivated a political culture defined by profound public caution.
Despite civil society facing total risk opacity, the report identifies crucial avenues for resilience. It explores how sustained international scrutiny and the strategic navigation of sub-political sectors remain vital for defending the microscopic operational boundaries that survive today.
