On 22 June 2026, family members, friends and residents of the Manchay community gathered outside the district police station to protest the alleged killing of a 17-year-old boy at the hands of the police. During the protest, police officers reportedly attempted to disperse the demonstrators by using tear gas.
The teenager had been detained in the early hours of 13 June following an allegedly false accusation. According to his parents’ testimony, he was mistreated while in police custody, and when they requested his release due to the lack of evidence, police officers allegedly demanded bribes. Nearly 48 hours after his detention, he was reportedly found unconscious and was pronounced dead upon arrival at the hospital. In response, the police’s legal counsel stated that the teenager had died by suicide.
The case has received extensive media coverage, prompting the National Human Rights Coordinator (CNDDHH) to issue a public statement calling for an immediate and thorough investigation. In addition, the Manchay community held another protest on 16 June, prior to the funeral.
This event highlights that police repression against citizens engaged in peaceful protest continues. The right to peaceful assembly remains at risk, even in sensitive cases where the police themselves are the principal suspects.According to one of the statements issued by CNDDHH, laws such as Bills No. 9187/2024-CR, 11268/2024-CR, and related proposals, which establish that offenses committed in the line of duty by members of the National Police and the Armed Forces fall under the jurisdiction of the military police justice system, could undermine the investigation of such cases.

Según se informa, durante la protesta, los agentes de policía intentaron dispersar a los manifestantes utilizando gas lacrimógeno.
El adolescente había sido detenido en la madrugada del 13 de junio tras una acusación presuntamente falsa. Según el testimonio de sus padres, sufrió malos tratos mientras se encontraba bajo custodia policial y, cuando solicitaron su puesta en libertad por falta de pruebas, los agentes de policía supuestamente exigieron sobornos. Casi 48 horas después de su detención, fue hallado, según se informa, inconsciente y se certificó su fallecimiento a su llegada al hospital. En respuesta, el asesor jurídico de la policía afirmó que el adolescente había fallecido por suicidio.

Según una de las declaraciones emitidas por la CNDDHH, leyes como los proyectos de ley n.º 9187/2024-CR, 11268/2024-CR y propuestas relacionadas, que establecen que los delitos cometidos en el ejercicio de sus funciones por miembros de la Policía Nacional y las Fuerzas Armadas son competencia del sistema de justicia de la policía militar, podrían obstaculizar la investigación de este tipo de casos.
