On 13 July 2026, the journalist, writer and playwright Mustapha Benfodil was turned back by the border police whilst attempting to travel to the Avignon Festival. It was on this occasion that he discovered he was subject to a ban on leaving the country — ISTN — without having been notified of any judicial or administrative decision beforehand. The editorial team of the magazine NAQD links this measure to his summons by the police on 18 January 2026, following the publication in El Watan of a review of the magazine’s issue 44 on shale gas. During an interrogation lasting approximately three hours, he was reportedly threatened and told verbally that an ISTN might be imposed on him.
In an open letter, NAQD condemned an arbitrary restriction on freedom of movement and an obstruction of journalistic work. The case, which has also been reported by Le Matin d’Algérie and La Radio des Sans Voix, has a negative impact on the environment conducive to civil society. It reinforces self-censorship, limits journalists’ participation in international exchanges and creates legal uncertainty surrounding restrictive measures that have not been notified.

Le 13 juillet 2026, le journaliste, écrivain et dramaturge Mustapha Benfodil a été refoulé par la police des frontières alors qu’il tentait de se rendre au Festival d’Avignon. C’est à cette occasion qu’il a découvert qu’il faisait l’objet d’une interdiction de sortie du territoire (ISTN) sans avoir été informé au préalable d’une quelconque décision judiciaire ou administrative. La rédaction du magazine NAQD établit un lien entre cette mesure et sa convocation par la police le 18 janvier 2026, à la suite de la publication dans El Watan d’une critique du numéro 44 du magazine consacré au gaz de schiste. Au cours d’un interrogatoire qui aurait duré environ trois heures, il aurait été menacé et informé verbalement qu’une interdiction de sortie du territoire (ISTN) pourrait lui être imposée.
Dans une lettre ouverte, le NAQD a dénoncé une restriction arbitraire de la liberté de circulation et une entrave au travail journalistique. Cette affaire, qui a également été relayée par Le Matin d’Algérie et La Radio des Sans Voix, a un impact négatif sur le climat propice à la société civile. Elle renforce l’autocensure, limite la participation des journalistes aux échanges internationaux et crée une insécurité juridique autour de mesures restrictives qui n’ont pas été notifiées.
