Report reveals low CSR Funding for Disability Sector Non-Profits

On 13 May 2026, Bengaluru‑based law firm and think tank Pacta, along with disability inclusion enabler Able Foundation, released the report “The Landscape of Funding for Disability in India”. The study found that despite nearly 10% of India’s registered non‑profits working in the disability sector, they receive only about 1% of Corporate Social Responsibility (CSR) funding.

The report highlights that combined Union and State allocations for disability remain critically low at approximately 0.04% of GDP, creating a “low‑funding equilibrium” where weak government prioritisation, limited philanthropic investment, and constrained non‑profit capacity continue to restrict sector growth. Disability interventions were found to cost two to three times more per beneficiary compared to other social sector programmes, further discouraging funders. The report provides important evidence on the unequal distribution of funding, thereby presenting an opportunity for civil society engagement and advocacy.
