On 11 September 2026, President Emmerson Mnangagwa appointed serving Zimbabwe Human Rights Commission (ZHRC) Commissioner and former legislator Mr Anele Ndebele as Chairperson of the Commission with immediate effect. Commissioner Ndebele was sworn in as a ZHRC Commissioner in April 2026 and chaired the Commission’s Environmental Rights Thematic Working Group. The appointment provides the ZHRC with substantive leadership following the reassignment of former Chairperson Jessie Majome to the Public Service Commission in April 2026. The legality of that reassignment remains before the Constitutional Court, which reserved judgment in July 2026. The appointment therefore takes place while an important constitutional question concerning the leadership and security of tenure of members of independent commissions remains pending.
Going forward, civil society will have an interest in the new Chairperson’s priorities and the Commission’s continued approach to investigations, public reporting, detention monitoring, complaints handling and engagement with civil-society organisations.
