Military government to relocate buildings and ministries after earthquake, possibly increasing tensions in Yangon

On 16 April 2025, it was reported that the military regime planned to relocate several government buildings and ministries from the capital, Naypyidaw, to Yangon. This decision follows the 7.7 earthquake that struck Burma on 28 March, which destroyed around 80% of Naypyidaw’s government buildings and staff apartments. Myanmar Now reported that the regime plans to relocate the ministries of foreign affairs, agriculture and livestock, commerce, and the Central Bank. Additionally, DVB reported that the ministries of defense and education would also be relocated. Other sources indicated that the ministries of hotels and tourism, as well as immigration and population, would also be moved. However, reportedly, only certain administrative departments from each ministry are expected to relocate to Yangon. 

The anticipated threats posed by this event on the Enabling Environment are heightened security and further junta restrictions and arbitrary arrests in Yangon on the one side and increased attacks by resistance groups on the other side. Since the attempted coup, there have been many instances of resistance groups (with urban guerrilla tactics) targeting government and junta-occupied buildings, junta-linked companies, and junta military checkpoints through bombings and drive-by shootings.
