Between 6 and 10 April 2026, junta leader Senior General Min Aung Hlaing formed a new sham cabinet, systematically appointing military loyalists and notorious human rights abusers to top executive positions. On 6 April, he appointed former military and police officers as Chief Ministers (CM) across multiple states and regions. Notably, this included former Deputy Police Chief Tin Ko Ko for Magway Region, who previously oversaw the area of the 2017 Inn Din Rohingya massacre and orchestrated the entrapment of Reuters journalists.
On 9 April, the military-stacked Union Parliament approved 30 cabinet ministers. Of these, 21 are senior military figures and nine are from the junta-proxy Union Solidarity and Development Party (USDP) or previous administrations. The appointments explicitly reward architects of state violence. Air Force Chief Gen. Htun Aung, central to the campaign of airstrikes on civilians, was named Minister of Defense. Lt. Nyunt Win Swe, who oversaw the lethal suppression of anti-coup protests in Yangon, was appointed Minister of Home Affairs. Furthermore, USDP appointees include Maung Myint, who armed the brutal pro-junta Pyu Saw Htee militias in Sagaing. At least 12 of the 30 ministers are currently on US, EU, and UK sanctions lists.
