On 23 June 2026, the Chilean government officially announced the closure of the Unit for the Search for Origins and Family Members of Persons Affected by Illegal, Forced or Irregular Adoptions (UBAFI), a specialized agency created during the final months of former President Gabriel Boric’s administration to investigate irregular adoptions and facilitate family reunions for some 20,000 victims between 1950 and 1989.
Although the Undersecretary of Human Rights assures that the work will continue under its purview, civil society organizations working on human rights and former officials in the field describe the decision as a “step backward for the state” that leaves thousands of cases of irregular adoptions in limbo and halts the creation of a DNA database.
El 23 de junio, el Gobierno de Chile anunció oficialmente el cierre de la Unidad de Búsqueda de Orígenes y Familiares de Personas Afectadas por Adopciones Ilegales, Forzadas o Irregulares (UBAFI), un organismo especializado creado durante los últimos meses de la administración del expresidente Gabriel Boric para investigar adopciones irregulares y facilitar la reunificación familiar de unas 20.000 víctimas entre 1950 y 1989.
Si bien la Subsecretaría de Derechos Humanos asegura que el trabajo continuará bajo su dependencia, organizaciones de la sociedad civil dedicadas a los derechos humanos y exfuncionarios del área calificaron la decisión como un “retroceso para el Estado”, al considerar que deja en la incertidumbre miles de casos de adopciones irregulares y paraliza la creación de una base de datos de ADN.
