Government directs NGOs to coordinate Masvingo disaster relief through official structures

In a video published by Tell Zimbabwe on 8 October 2026, Zimbabwe’s Permanent Secretary for Local Government and Public Works, Engineer Tafadzwa Muguti, instructed humanitarian partners, development partners, NGOs and other Private Voluntary Organisations not to undertake relief activities without direction from government leadership. He stated that assistance following the Masvingo hailstorm must be coordinated through district and provincial structures and discouraged organisations from acting independently. Corroborating coverage reported the same instruction.

The statement comes amid shrinking civic space and increasing regulatory and administrative control over civil society. EU SEE’s Zimbabwe assessment identifies intrusive oversight under the PVO Amendment Act and additional requirements imposed by local authorities as constraints on civil society operations.

While government presents the approach as necessary to coordinate assistance and avoid duplication, requiring organisations to operate under government direction before assisting affected communities risks extending existing controls into humanitarian response. It reinforces concerns about government discretion over which organisations may operate, where they may work and under what conditions. Potential implications include delayed assistance, selective access to affected communities and reduced operational autonomy, particularly for community-based organisations.
