On 6 April 2026, the Government of the province of Misiones passed Provision No. 137 of the General Directorate of Legal Entities establishing an exceptional regime aimed at regularizing the situation of civil associations with prolonged non-compliance, particularly those that have not presented balance sheets or renewed authorities for more than five years. The measure, presented as an opportunity for normalization, introduces strict conditions to avoid the dissolution of entities, including the reconstruction of registries, the designation of provisional authorities and the accounting regularization with payment of fines and administrative fees. In the event of non-compliance within the set timeframes for each step, organizations are exposed to state intervention processes that may lead to their definitive closure.
The event is part of a broader pattern of increased regulatory demands on civil society organizations at different levels of the State. In recent years, initiatives aimed at improving transparency and administrative control of the sector have been observed, although not always accompanied by institutional strengthening policies that allow organizations to comply with these requirements.
Although the declared objective of Provision No. 137 is to organize registration and strengthen the sector, the new scheme implies a significant increase in state control and administrative requirements, which could especially affect small organizations or organizations with limited resources, restricting their continuity in the formal institutional framework. This generates a risk of reducing the number of active organizations, deepening inequalities within the sector, weakening the density of the social fabric and the capacity to represent diverse interests.
It is suggested to monitor the implementation of the measure in the province, survey cases of affected organizations and advocate to ensure that the regularization processes include technical and financial support mechanisms. It would also be relevant to articulate with national networks to evaluate whether this type of measure is replicated in other jurisdictions.
