Elimination of registry of community kitchens signals reduced state openness to civil society participation on social policies

The Ministry of Human Capital eliminated the National Registry of Community Kitchens and Picnic Areas (RENACOM) through Resolution 393/2025, published on July 22 in the Official Gazette. This registry, created in 2020, made it possible to accredit, geographically locate and channel food assistance to more than 40,000 community spaces. The Government argues that there were flaws in the database and proposes to replace it with face-to-face and technological surveys. Since December 2023, the government of Javier Milei has implemented a series of cuts in social policies under the Ministry of Human Capital. The elimination of RENACOM is part of a process that began months ago, when in February 2024 the sending of food and cash transfers to community kitchens was interrupted. In May, audits by the Ministry claimed that more than half of the 2600 canteens surveyed did not exist, even though those listed were open and operational. This official narrative seeks to justify a profound restructuring that, in fact, implies an invisibilization of solidarity networks that are fundamental to food security.

The elimination of RENACOM eliminates a public source of data for CSOs that work with vulnerable communities, restricting access to information to design intervention strategies, influence public policies, and monitor the right to food. In addition, by reducing the documentary support of the organizations, their financial sustainability is complicated, since many required registration as proof to obtain donations or sign agreements.
