Event Summary
On 7 May 2025, Mauritius’ Minister of Social Integration, Social Security and National Solidarity, Ashok Kumar Subron, together with Junior Minister Kuvalayan Kugan Parapen, convened a national consultation with approximately 500 NGO representatives to deliberate on key social development priorities, including poverty alleviation, social inclusion, and economic empowerment. The meeting marked a significant gesture of institutional engagement with civil society, highlighting the government’s recognition of NGOs as essential partners in identifying grassroots challenges, delivering services, and fostering innovation within communities. Minister Subron emphasized the critical role of social transfers in reducing poverty and income inequality, while calling on NGOs to help identify and articulate community-level priorities. He also introduced a proposal to establish a network of “Centres of Life” across the country—spaces envisioned to support youth in reconnecting with purpose, creativity, and community engagement.
This engagement has important implications for the enabling environment for civil society in Mauritius. It signals strengthening of government–civil society dialogue and a growing openness to participatory governance. The recognition of NGOs as co-creators of solutions may enhance their access to resources, data, and decision-making platforms. Initiatives like the “Centres of Life” could also provide new opportunities for youth-led civic engagement. However, as civil society becomes more embedded in state-led initiatives, it will be important to safeguard its independence and ensure that engagement does not compromise its advocacy role.
