Civil society submits new evidence of alleged police violence during post-election protests as accountability remains delayed

On 10 September 2026, the civil society organisation Plataforma DECIDE submitted more than 1,000 digital files to Mozambique’s Public Prosecutor’s Office concerning alleged police violence during the protests that followed the October 2024 general elections. The material reportedly included videos, photographs of injured people, images identifying projectiles and records of admissions to health facilities from different parts of the country.

DECIDE stated that this was its third submission of evidence. According to the organisation, earlier materials had not been processed because prosecutors reported that the files were corrupted or could not be opened. DECIDE said the new files were checked in the presence of officials during the handover, but that it had still received no substantial information on the progress of the related investigation.

The submission is relevant to the enabling environment because it reflects both civil society’s role in documenting alleged abuses and continuing obstacles to accountability. Delayed examination of evidence concerning deaths, injuries and excessive use of force may weaken access to justice, public confidence and the protection of citizens exercising freedom of assembly. Em 10 de setembro de 2026, a organização da sociedade civil Plataforma DECIDE entregou mais de 1 000 ficheiros digitais à Procuradoria-Geral da República de Moçambique, relativos a alegada violência policial durante os protestos que se seguiram às eleições gerais de outubro de 2024. O material incluía, alegadamente, vídeos, fotografias de pessoas feridas, imagens que permitiam identificar projéteis e registos de admissões em unidades de saúde de diferentes partes do país.

A DECIDE afirmou que esta foi a sua terceira entrega de provas. Segundo a organização, os materiais apresentados anteriormente não tinham sido processados porque os procuradores informaram que os ficheiros estavam corrompidos ou não podiam ser abertos. A DECIDE afirmou que os novos ficheiros foram verificados na presença de funcionários durante a entrega, mas que, até ao momento, não tinha recebido informações substanciais sobre o andamento da investigação relacionada.

A entrega é relevante para o ambiente propício à sociedade civil, uma vez que reflete tanto o papel da sociedade civil na documentação de alegados abusos como os obstáculos persistentes à responsabilização. O atraso na análise de provas relativas a mortes, ferimentos e uso excessivo da força pode enfraquecer o acesso à justiça, a confiança do público e a proteção dos cidadãos que exercem a liberdade de reunião. As alegações exigem uma investigação célere, independente e imparcial, com garantia do devido processo para todas as partes.
