Civil society press conference on high-rise building maintenance policy cancelled after “department notification,” organizer arrested for disclosing national security investigation details and sedition

Event Summary

On 2 December 2025, a civil society press conference on “Hong Kong High-Rise Building Maintenance Policy” scheduled for 3pm was cancelled less than four hours beforehand, with organisers stating “due to notification from relevant departments.” The press conference was planned to address Wang Fuk Court fire issues including support for affected residents, establishing a commission of inquiry, building management problems, potential bid-rigging, substandard materials, and regulatory body roles. Scheduled speakers included solicitor and Association for Democracy and People’s Livelihood (ADPL) chair Bruce Liu, ADPL community workers Kwok Wai-shing and Jay Li, Democratic Party town planner Stanley Ng, and political commentator Wang On-yin (pen name of Wong Kwok-ngon). Local media reported that Bruce Liu was taken in by national security police on December 2, with Liu later stating he signed a confidentiality agreement preventing him from disclosing meeting contents.

On 6 December 2025, Wang On-yin, 71, was arrested by national security police and charged with two offences: disclosing details of a national security investigation under Article 23’s Safeguarding National Security Ordinance Section 88, and sedition under Section 24. This marks the first prosecution using the offence added through May subsidiary legislation. Police stated Wang had been invited to Mong Kok Police Station for investigation regarding a national security case, then “unscrupulously” disclosed case details on social media platforms, achieving “tip-off effects.” Wang was also charged with sedition over YouTube videos posted January 3-December 6, 2025, allegedly inciting hatred against central and Hong Kong governments. On December 9, Magistrate Victor So denied bail, stating dissatisfaction that Wang would not continue endangering national security. Police need six weeks to review approximately 2,400 videos, mostly over 30 minutes, and seized 15 devices. Both offences carry maximum seven years imprisonment.
