On 10 October 2026, Mongolian authorities arrested T. Shinebayar, a journalist at news outlet Dens.mn, following a complaint by Ts. Ganzorig, the President’s spokesperson and head of the Presidential Press Office. The arrest followed her publication of allegations concerning properties purportedly linked to the President. On 9 October, the Presidential Office publicly accused her of disseminating false information and making improper demands; she disputed this account that same day.
The speed and sequence of the authorities’ response raise concerns about possible retaliation for scrutiny of a senior political figure. By 05:10 the following morning, Shinebayar was under emergency arrest. The court subsequently validated the arrest, citing a procedural provision concerning traces of an offence found at a scene or on a person, their belongings or property. On 11 October, it ordered 30 days of pretrial detention. These circumstances warrant examination of whether emergency arrest and detention were necessary and proportionate and whether political influence affected the response.
The Confederation of Mongolian Journalists demanded disclosure of the legal grounds for the detention and a review of its necessity. Her lawyer also challenged the continued detention, arguing that her phone and belongings had already been seized and her home searched, undermining the stated concern about interference with evidence.
On 16 October following a defence complaint, the court replaced detention with restrictions, citing the journalist’s health. The case raises concerns about the use of detention in response to contested expression and its potential chilling effect on journalism.
