On 12 August 2026, two civil society actors were arrested: Mr. Raymond Tona Tona, President of the Civil Society Consultation Framework – Forces Vives of Songololo Territory, and Mr. Luzayadio Nsungani, President of the Association of Persons Living with Disabilities/Kimpese. They were arrested at the instigation of officials from the National Electricity Company (SNEL) in Kimpese and were transferred on 13 August 2026 to the Mbanza-Ngungu High Court.
SNEL had filed a complaint against the two civil society actors, unjustly accusing them of incitement to disobedience and incitement to rebellion for carrying out their role in protecting the rights of the population of Kimpese. In particular, they had called for transparent and fair electricity tariffs before electricity bills were redistributed in Kimpese. Source

Arrestation et libération deux jours plus tard de deux acteurs de la société civile de Kimpese
Le 12 août 2026 deux acteurs de la société civile ont été arrêtés en l’occurrence M. Raymond Tona Tona, Président du Cadre de Concertation de la société civile forces vives/territoire de Songololo et M. Luzayadio Nsungani, Président de l’Association des personnes vivant avec handicap/Kimpese. Ils ont été arrêté sur instigation des responsables de la Société Nationale d’Electricité (SNEL) de Kimpese et ont été transférés le 13 août 2026 au Tribunal de Grande Instance de Mbanza-Ngungu. La SNEL avait porté plainte contre les deux acteurs de la société civile en les accusant injustement d’incitation à la désobéissance et d’incitation à la rébellion pour avoir fait leur travail de protection des droits de la population de Kimpese qui a notamment exigé une tarification transparente et juste de la consommation de l’électricité avant la redistribution des factures à Kimpese. Le 14 août 2026 deux acteurs de la société civile détenus ont été libéré.
