On 27 February 2025, Congresswoman Milagros Jáuregui de Aguayo, president of the Congressional Women and Family Commission, made statements about the LGBTIQ + community during a congressional event. The legislator questioned same-sex relationships, describing them as lacking “true love” and motivated by “lust and lasciviousness.” She also stated that gender ideology is a “cultural fight,” asserting that human beings should not be allowed to act “like animals,” referring to the LGBTIQ+ community .
Her statements generated immediate reactions. On February 28, the Promsex organization issued a statement rejecting their claims and stating that they lack legal or scientific support. It also demanded that authorities stop disseminating messages that violate people’s dignity. Likewise, various organizations, such as the LGBTI Observatory, the Peruvian LGBTI Network, and Marcha del Orgullo, with the support of Congresswoman Susel Paredes, called for a sit-in in front of Congress on March 3. The demonstration ended in clashes with the police , with allegations of repression against members of the LGBTIQ+ community.
Later, at a press conference, activists rejected Jáuregui’s statements. Furthermore, Susel Paredes filed a constitutional complaint against her, arguing that his comments violate the Constitution and foster intolerance and hatred toward the LGBTIQ+ community.
