The Algerian Parliament has adopted a bill amending the Nationality Code and expanding the circumstances under which a person may be stripped of their nationality. The People’s National Assembly (APN) adopted the proposal on 24 December 2025, and the Council of the Nation unanimously approved it on 22 January 2026. The reform introduces, among other things, a new Article 22 bis, targeting behaviour considered to be detrimental to the vital interests of the State, national unity or security, including acts committed from abroad after formal notice/warning. The grounds cited include, among others, allegiance to a foreign state, collaboration with “hostile” parties, and membership/financing/propaganda of organisations classified as terrorist or subversive.
The authorities present revocation as an exceptional and “regulated” measure such as specialised commission, decision by presidential decree and possibility of submitting comments; but lawyers and organisations warn about the broad and vague nature of several formulations and the risk of extensive use against critical voices, particularly in the diaspora.
