Event Summary
Between 31 March and 4 April 2026, Algerian authorities have been moving swiftly to introduce two important pieces of legislation relating to the electoral framework. Firstly, on 2 April 2026, the Council of the Nation has adopted the bill amending and supplementing the Organic Law on the Electoral System, following its adoption by the APN on 31 March 2026. On the other hand, on 4 April 2026, the Minister of the Interior presented a draft law to the APN’s Legal Affairs Committee determining the electoral constituencies and the number of seats to be filled in Parliament.
According to the authorities, these changes aim to strengthen transparency, the integrity of the electoral process and the effectiveness of the ANIE. Among the announced changes are the amendment of 85 articles, the introduction of 4 new articles, the deletion of 5 articles, the reorganisation of the ANIE, the reduction in the number of signatures required for certain candidacies, new rules on the representation of women, and the introduction of digital tools for the management of electoral rolls. From a civil society perspective, the main issue is not only the technical content of the reform, but also the way in which it is being conducted: with limited and non-inclusive public debate on rules that directly shape political participation and representation.
