On 28 September 2026, the Social Security Fund (CSS) announced the dismissal of the doctor and trade union leader Dr Fernando Castañeda, by means of Resolution No. 649-2026-D.G., signed by the Director-General and the Secretary-General of CSS.
The sanction was imposed due to two opinion pieces by Dr Castañeda published in the newspaper El Siglo: Juventud y Límite de Pensiones (“Youth and Pension Limits”) (10 August) and Plazo Fatal (“Deadline”) (17 August 2026).
According to a statement from the Association of Doctors, Dentists and Related Professionals of the Social Insurance Fund (AMOACS), the grounds for the dismissal were damaging the institution’s reputation by disseminating information on pensions without technical verification. The opinion pieces published in the print media allegedly contravened Article 23 (paragraph 34) and Article 136 (paragraph 22) of the Internal Staff Regulations.
Various trade unions have claimed that the measure constitutes retaliation for the views expressed by this doctor and union leader and therefore constitutes an attack on freedom of expression.
El 28 de septiembre de 2026, la Caja de Seguro Social (CSS) notificó la destitución del médico y dirigente gremial Dr. Fernando Castañeda, mediante la Resolución No. 649-2026-D.G., firmada por el director general y la secretaria general de la CSS.
La sanción se aplicó debido a dos artículos de opinión del Dr. Castañeda en el diario El Siglo: “Juventud y Límite de Pensiones” (10 de agosto) y “Plazo Fatal” (17 de agosto de 2026).
El fundamento del despido, según el comunicado de la Asociación de Médicos, Odontólogos y Profesionales Afines de la Caja de Seguros Social (AMOACS), fue por menoscabar la imagen institucional al difundir información sobre pensiones sin verificación técnica. Estos artículos de opinión publicados en medios de comunicación impresos supuestamente infringían los artículos 23 (numeral 34) y el artículo 136 (numeral 22) del Reglamento Interno de Personal.
Diversos gremios denunciaron que la medida constituye una represalia por las opiniones de este doctor y directivo del gremio y por lo tanto son un ataque contra la libertad de expresión.
