NGORA issues 30-day cancellation notices to 36 NGOs, raising concerns over regulatory enforcement and civic space

On 25 September 2026, the NGO Regulatory Authority (NGORA) issued a public notice of intention to cancel the registration of 36 non-governmental organisations for alleged non-compliance with the law, giving the affected organisations 30 days to respond before any cancellation decision is taken. NGORA states that the organisations had been issued individual letters providing the 30-day notice, while other organisations identified as non-compliant received either warnings or fines. The notice forms part of NGORA’s increasingly active enforcement of statutory NGO reporting and compliance requirements. The official NGORA notice confirms that the 36 organisations are at the notice stage and have not yet been deregistered.

The development has attracted concern within the civil society sector. The Human Rights Defenders Coalition (HRDC) has questioned the process through which the 36 organisations were identified, raising broader questions about transparency, consistency and proportionality in the application of NGO regulatory requirements.
