A decision to regulate and facilitate the work of national and international humanitarian organizations and lift the suspension of Médecins Sans Frontières France’s operations.

On 28 September 2026, the Council of Ministers of Sudan’s Peace Government, aligned with the Rapid Support Forces (RSF), issued Decision No. 10 of 2026 to regulate and facilitate the work of national and international humanitarian organizations, pursuant to the 2025 Transitional Constitution of the Peace Government. The decision exempts these organizations from registration and accreditation fees through 31 December 2026, and directs the Humanitarian Access Authority to adopt unified, simplified, and time-bound procedures for registration, signing agreements, and issuing permits. It also requires organizations to coordinate their plans and activities with the Authority and provide information needed to coordinate efforts and ensure the fair distribution of aid, while respecting their independence and neutrality.

The decision lifts the suspension of Médecins Sans Frontières France’s operations, effective on the date it was issued. The organization is to coordinate with the relevant authorities on measures to compensate Sudanese survivors of a rape incident involving its employees. The Authority was also directed to convene a conference on humanitarian issues to discuss the crisis and develop a national strategy for recovery and early rehabilitation.
