On 14 August 2026, the Meghalaya government announced the creation of a dedicated Foreign Contribution (Regulation) Act (FCRA) cell within the state Home Department. Chief Minister Conrad K. Sangma announced the initiative following Parliament’s referral of the FCRA (Amendment) Bill to a Joint Parliamentary Committee for scrutiny. The proposed cell is intended to provide organisations in Meghalaya with more accessible support for addressing FCRA-related administrative issues, reducing the need to travel to Delhi. The initiative could make it easier for organisations to navigate application and renewal procedures at state level.
For civil society, the initiative represents a potentially positive development in relation to the regulatory environment and access to resources, as difficulties with FCRA registration and renewal can affect organisations’ ability to receive foreign funding. However, the cell has not yet been established, and its practical contribution to reducing administrative barriers will depend on how it is implemented and operates in practice.
