Tax Administration Act takes effect with mixed implications for civil society

Botswana has recently implemented the Tax Administration Act, 2026, a key piece of legislation that has significant implications for the civil society enabling environment. The legislative development introduces important changes to the regulatory and operational context within which civil society organisations (CSOs) operate, with potential impacts on organisational sustainability, compliance, governance, and human resource practices.

The Tax Administration Act, 2026, which came into effect on 1 July 2026 alongside the re-enacted Income Tax Act, Value Added Tax (VAT) Act, and Customs Act, forms part of broader government efforts to modernise tax administration, improve revenue collection, and strengthen public financial management. The reform process included stakeholder engagement providing an opportunity for CSOs and other stakeholders to contribute to discussions on the new framework.
