On 22 July 2026, the Council of Voluntary Social Services (CVSS) publicly called on the Government of Jamaica to undertake a comprehensive assessment of the money laundering and terrorist financing risks associated with the non-profit sector as part of the development of the proposed Non-Profit Organisations (NPO) Act. During the Let’s Talk Justice programme, produced by Jamaicans for Justice and aired on Nationwide 90FM, CVSS Executive Director Nancy Pinchas argued that the proposed legislative framework should be informed by an evidence-based risk assessment rather than imposing uniform compliance obligations on all non-profit organisations.
The CVSS expressed concern that existing anti-money laundering and counter-terrorism financing requirements under the Charities Act have already created significant administrative burdens for charities and community-based organisations. Stakeholders also reiterated concerns regarding limited opportunities for meaningful participation in the legislative drafting process and emphasised that the experiences and recommendations of the non-profit sector should inform the development of the new regulatory framework before it is finalised.
