On 10 July 2026, the Department of Co-operatives and Friendly Societies (DCFS), through the Charities Authority, hosted a sensitisation session entitled “Non-Profit Organisations Act: Building Stronger Foundations Through Registration and Compliance” to present broad proposals for the proposed Non-Profit Organisations Act, which are expected to be submitted to Cabinet for consideration. The session was attended by more than 250 representatives from charities, non-governmental organisations (NGOs), and other civil society organisations.
During the engagement, participants expressed concerns regarding the consultation process, noting that although proposals were presented through a PowerPoint presentation, the presentation and supporting written proposals would not be shared with stakeholders. Civil society organisations raised concerns that the absence of written proposals limits their ability to meaningfully analyse, consult internally, and provide informed feedback. Stakeholders questioned whether the consultation process is consistent with the Government of Jamaica’s Code of Consultation Policy, which promotes meaningful stakeholder engagement in the development of legislation and public policy. The issue has prompted continued engagement among civil society organisations regarding the need for a more transparent and participatory legislative process.
