On 26 April 2026, the National Autonomous Union of Public Administration Staff (SNAPAP) issued a statement announcing that it had been unable to hold its national congress, scheduled for early April, due to a lack of administrative authorisation, despite the importance of this meeting for its internal functioning and its reunification process. This deadlock comes against an already worrying backdrop, marked by a call for the dissolution of the SNAPAP, the retention of a leadership that has come under scrutiny, and the repeated obstacles imposed on independent trade unions.
The national congress was intended to enable the various trade union factions and internal federations to participate in a process of reunification. The authorities’ failure to respond is therefore preventing the union from democratically renewing its governing bodies, resolving its internal divisions and freely carrying out its activities. This situation constitutes a serious restriction on freedom of association and trade union rights, which are guaranteed by Algeria’s international commitments, in particular Conventions 87 and 99 of the International Labour Organisation. A public statement by Riposte Internationale has also condemned this obstruction and urged the authorities to issue the necessary authorisations.
Blocage du congrès national du SNAPAP et restrictions persistantes à la liberté syndicale
Le 26 avril 2026, le Syndicat national autonome du personnel de l’administration publique (SNAPAP) a publié un communiqué annonçant qu’il n’avait pas pu tenir son congrès national, prévu début avril, faute d’autorisation administrative, malgré l’importance de cette réunion pour son fonctionnement interne et son processus de réunification. Cette impasse survient dans un contexte déjà préoccupant, marqué par une demande de dissolution du SNAPAP, le maintien en place d’une direction mise en cause et les obstacles répétés imposés aux syndicats indépendants.
Le congrès national avait pour objectif de permettre aux différentes factions syndicales et aux fédérations internes de participer à un processus de réunification. L’absence de réponse des autorités empêche donc le syndicat de renouveler démocratiquement ses instances dirigeantes, de résoudre ses divisions internes et de mener librement ses activités. Cette situation constitue une grave restriction à la liberté d’association et aux droits syndicaux, garantis par les engagements internationaux de l’Algérie, notamment les conventions n° 87 et 99 de l’Organisation internationale du travail. Une déclaration publique de Riposte Internationale a également condamné cette obstruction et exhorté les autorités à délivrer les autorisations nécessaires.
