On 31 March 2026, the Madagascar Central Bank (BCM) held its first public consultation on a potential reform of the national monetary system. The proposed reforms focus on simplifying the currency, revising the banknote structure, and modernising the monetary system through the development of a digital currency. Civil society’s participation in this process represents a rare opportunity to influence economic policy decisions that directly affect the most vulnerable populations.
This consultation brought together stakeholders from various sectors: representatives of the public sector, private sector actors, civil society organisations (CSOs), and members of the general public. The event is part of a participatory approach promoted by the Presidency within the framework known as the “rebuilding of the Republic of Madagascar” process. Another consultation was conducted as part of the same initiative at the University of Antananarivo. This marks an unprecedented moment in Madagascar’s institutional landscape, as the BCM does not typically open this type of consultation to such a broad and diverse audience. The holding of this consultation signals a clear commitment to transparency and inclusivity in the conduct of the country’s structural economic reforms.

Historiquement, la BCM opère de manière relativement opaque vis-à-vis du public, et les consultations inclusives sur des réformes monétaires sont rares, voire inexistantes. En ce sens, cet événement constitue une innovation positive. Cependant, dans le contexte plus large du processus de refondation, on observe une tendance de la Présidence à organiser des assises et consultations nationales sur divers sujets de gouvernance. Cette consultation de la BCM pourrait donc être interprétée comme un élément d’un pattern émergent de gouvernance participative promu par l’exécutif, dont il conviendra de suivre la réalité et la profondeur au-delà des effets d’annonce.
