Event Summary
On 23 March 2026, activists from the citizen movement Lutte pour le Changement (LUCHA) organized a sit-in in front of the regional office of the National Electricity Company (SNEL) to protest the deterioration of electricity supply in Matadi, in Kongo Central province. The activists denounced the repeated power outages and what they consider to be excessively high electricity bills.
The demonstrators carried banners with messages such as “Access to electricity is a right recognized for all Congolese,” “SNEL = suffering for the population,” and “No to load shedding in Matadi.”
During the protest in front of the provincial headquarters building, LUCHA activists were repressed, beaten, and arrested by members of the Congolese National Police (PNC). They were taken in a jeep and brought to the urban police station in Matadi.
Following advocacy efforts with the Mayor of the city and the Commander of the PNC by the Provincial Network for the Protection of Human Rights Defenders, the activists were released after several hours of detention.
Répression de la manifestation pacifique suivie d’arrestation des militants pro-démocratie du mouvement citoyens LUCHA à Matadi/Kongo Central le 23 février 2026Lundi 23 mars 2026, les militants du mouvement citoyen Lutte pour le Changement (LUCHA) ont organisé un sit-in devant la direction régionale de la Société Nationale d’Électricité (SNEL) pour protester contre la détérioration de la fourniture d’électricité à Matadi, province du Kongo Central. Ces militants déplorent notamment la répétition des coupures intempestives et le coût jugé exorbitant des factures. Les manifestants munis de calicots porteurs de messages comme « L’accès à l’électricité est un droit reconnu à tous les Congolais », « SNEL = souffrance de la population » ou encore « Non au délestage à Matadi ». Les militants de la LUCHA ont été réprimés, brutalisés et arrêtés par des éléments de la Police Nationale Congolaise (PNC) pendant la manifestation devant le bâtiment de la direction provinciale. Ils ont été embarqués dans une jeep et conduits au commissariat urbain de la police à Matadi. C’est grâce au plaidoyer fait auprès du Maire de la Ville et du Commandant de la PNC par le Réseau provincial de Protection des DDH que les militants ont été libérés après plusieurs heures de détention.
