Event Summary
Between 24 and 26 January 2026, the Algerian authorities presented and discussed, at a national conference in Algiers (Palais des Nations/Club des Pins), draft “technical” amendments to the 2020 Constitution and the organic law on the electoral system. The constitutional proposals made public relate in particular to: the introduction of an educational requirement for presidential candidates; clarification of the oath of office; the possibility for the President to call early local elections; adjustments concerning the High Council of the Judiciary (HCJ) (assent and composition); as well as changes affecting the functioning of parliament ordinary session and the Council of the Nation.
With regard to the electoral system, the official discourse emphasises strengthening the credibility, equality of opportunity and transparency of the electoral process. Political actors present publicly challenged the idea of a simple technical revision, arguing that some proposals affect the nature of the regime and the functioning of key institutions, and called for a broader debate. This event may, in the short term, alter the conditions of access to political competition and the institutional balance (justice/elections), with differing interpretations of its truly “technical” nature.
Présentation des modifications techniques proposées à la Constitution et à la loi organique sur le système électoralEntre le 24 et le 26 janvier 2026, les autorités algériennes ont présenté et discuté, lors d’une conférence nationale à Alger (Palais des Nations/Club des Pins), des projets d’amendements « techniques » à la Constitution de 2020 et à la loi organique sur le système électoral. Les propositions constitutionnelles rendues publiques portent notamment sur : l’introduction d’une condition d’études pour les candidats à la présidence ; la clarification du serment d’entrée en fonction ; la possibilité pour le président de convoquer des élections locales anticipées ; des ajustements concernant le Conseil supérieur de la magistrature (CSM) (avis conforme et composition) ; ainsi que des changements affectant le fonctionnement de la session ordinaire du parlement et du Conseil de la Nation.En ce qui concerne le système électoral, le discours officiel met l’accent sur le renforcement de la crédibilité, de l’égalité des chances et de la transparence du processus électoral. Les acteurs politiques présents ont publiquement contesté l’idée d’une simple révision technique, arguant que certaines propositions affectent la nature du régime et le fonctionnement d’institutions clés, et ont appelé à un débat plus large. Cet événement pourrait, à court terme, modifier les conditions d’accès à la compétition politique et l’équilibre institutionnel (justice/élections), avec des interprétations divergentes quant à sa nature véritablement « technique ».
