LTDH, a Local CSO, Blocked During Lake Province Mission in Chad After Espionage Accusations

Event Summary

On 6 November 2025, General Saleh Tidjani Hagar, Government Delegate to Lake Province, accused the Chadian League for Human Rights (LTDH) of being an “infiltrated NGO” and its representatives of acting as “spies.” He then forbade the LTDH monitoring team from leaving Bol until the organization’s top leaders appeared. This occured after the LTDH delegation—comprising Ngafwé Lamtouin Lagasso (Program Officer), Djasrabé Wailengar Dobian (Manager), NDadnouba Teresa Boyalngar (Socio-Economic Activities Officer), and Madingue Djimtoingar (Driver)—had visited the General’s office to present civilities during a monitoring mission activity under the project “Prevention of Radicalization and Extremism in the Lake province. This incident underscores state hostility toward civil society in Chad, where human rights organizations face intimidation and harassment. Such actions erode trust, obstruct project implementation, and shrink civic space, undermining efforts to counter radicalization and violating international norms on freedom of association and movement.
