Congressman calls for sanctions against two non-governmental organisations for commenting on the continued tenure of the interim Attorney General

Event Summary

On 12 November 2025,  a congressman requested that the executive director of the Peruvian Agency for International Cooperation (APCI) evaluate initiating disciplinary proceedings against non-governmental organisations Legal Defense Institute (IDL) and the National Human Rights Coordinator (CNDDHH). Both organisations had submitted a request to the Board of Supreme Prosecutors of the Public Ministry to elect a new Attorney General, arguing that the appointment of interim Attorney General was invalid.

According to the congressman, both organisations allegedly committed very serious infractions by supposedly using resources from international technical cooperation for purposes unrelated to the objectives that justify their funding. He argued that under the current amendment to the APCI Law (Article 21), this would constitute “misuse,” as these funds were allegedly used against the Peruvian State.

Both IDL and CNDDHH rejected this request and warned that the APCI Law was being used to silence critical voices and restrict the work of organisations amid investigations into alleged acts of corruption. The CNDDHH stated that “these types of actions seek to delegitimise and distort the role of civil society organisations in a democratic system by associating their oversight work with the misuse of international resources under the APCI Law.”

These measures could infringe upon the rights to freedom of expression and participation in public affairs by attempting to restrict their ability to publish statements or petitions, or to take a position on matters that could be considered unconstitutional, such as the appointment of questionable authorities or the approval of regulations that violate fundamental rights.
